2.0. Safety Management Philosophy

Good Management Practice (GMP) boils down to doing the right things, the right way. Good Management Practices are part of good management with the objective to reach identified goals. Since we are talking about safety, GMP is directed at reducing unwanted events that we call accidents or incidents.  Reducing accidents means management activities that: [1] prevent the unwanted events from happening, [2] allow early detection of deviations form accepted standards, [3] planned actions to cope with the results shoud the unwanted event nevertheless occur, and [4] learn form those events to imporve preventative actions. 

Basically this is simple: if you want to go somewhere, you need to do something. Or rather: you need to carry out well-defined activities in a well-defined manner by well-trained people. Results can only be obtained if you: 

bulletestablish your objectives and the related time path 
bulletfind out what needs to be done, when, by whom and how, to reach objectives  
bulletmake sure that the proper stimulating environment is there, certainly at the  "level of control"
bulletmake sure that activities are properly done and that results are being obtained
bulletif results are less than expected: do it better and over again!  
bulletis results are what they should be, keep on doing and improve as appropriate

You need these ingredients for success: 

bulletthe motivation and LEADERSHIP to move from where you are now
bulletan agreed  PLAN containing what needs to be done, by whom, when and how
bulletTRAIN people to assure they now how to do what is expected and agreed
bulletDO what is in the plan, including periodic assessments to make that the plan is properly carried out and sure results obtained

These four ingredients are further explained under MODEL.

Any major change or improvement in an organization is best done through a combination of top-down and bottom-up activity in which the appropriate people will play their specific roles. Bottom-up activity is brought top-down in the organization. Such an approach is well in line with the business excellence thinking that is represented in various models and approaches  such as TQM and EFQM.

To be remain successful in controlling unwanted events and their possible consequences you need  a management system containing all necessary activity and attention areas. You also need to set it up and maintain it in such a way that it will be effectively used by those who have control over the unwanted events, their causes and their consequences. That then boils down to two major issues:
