Risk Management, Safety Management and Loss Control Topves 5.2. TopChem (example) This page will be extended. This will contain an example of a management system for Topchem, a (hypothetical) medium sized chemical company with a limited number of international subsidiaries. I have started to work on this but it will take a while before this will be complete. The TopChem example contains 4 levels: 1. Strategical level. This is a senior management document putting the entire system into perspective. This document can be used by any party to obtain an overview orf the TopChem OH&S system before going into the system for further detail. To view the example document you need a PDF reader such as ADOBE READER. (The document "TopChem - Description of Corporate OHS System" has not yet been finished but you will get an idea how I think it may look.) 2a. Tactical level. This is the description of the Management Activities Areas (contained in the "MAA" manual) that together make up the heart of the OH&S efforts of the TopChem organization. This contains the what shall be done by whom and when. Example of another company: XYZ OIL Company, a manual. 2b. Operational level - management. This contains the Good Management Practices or GMP's describing how the MAA's need to be carried out. 3. Operational - work instructions. This is where the management work (levels 2a and 2b) is turned into work procedures and instructions. 4. Operational - execution and application. All the work done at higher levels will eventually lead to the execution of work (at all levels and places in the organization) in such a way that risks and problems can be avoided or recognized at an early stage for appropriate further actions. Levels 3 and 4 will not be part of this example - it would take too much of my imagination to work out such detail without having an actual situation at hand.
THE principle of RESISTANCE TO CHANGE"The greater the departure of any planned change from the accepted ways of the past, the greater the potential resistance by the people involved.
