5.1.1. Structure - Needs assessment and management statement

As each activity/attention area of the management system is assumed to address a vital part of the risk control efforts of an organization, chances for success must be maximized. The leadership by management from the top down and throughout the organization is one of the basic aspects for success as we have seen in our model. This leadership must come from an assessment of need for the activities concerned. 

It is only after the need has been established that it can – and must – be communicated by the senior management through the management statement.  This statement expresses why management feels that the activities concerned are important, indicates objectives to be reached and results expected and provides tha basis for allocation of necessary resources.

I feel it is important that each activity/attention area of the management system should start with its own need assessment and management statement as each area represents vital things to do to control risks. It is also important that each area has its own objectives and targets.
