Risk Management, Safety Management and Loss Control Topves Safety Measurement Traditionally safety is measured by the end result of "un-safety", for example through lost time frequency injury rates. Such measurements have their place in "loss phase" of the model presented under "Management System". While such measurements play their role and can be extended beyond traditional injury related facts, they are "after-the-fact". While they can assist to provide important input via accident/incident investigation, "before-the-fact" measurements would enable actions to avoid the undesired event and related loss from happening.
