Safety Measurement

Traditionally safety is measured by the end result of "un-safety", for example through lost time frequency injury rates.  Such measurements have their place in "loss phase" of the model presented under "Management System". While such measurements play their role and can be extended beyond traditional injury related facts, they are "after-the-fact". While they can assist to provide important input via accident/incident investigation, "before-the-fact" measurements would enable actions to avoid the undesired event and related loss from happening.

"Before-the-fact" measurements include:

  1. audits  - measurement of management system aspects
  2. condition measurements - measurement of hardware conditions (direct or basic causes)
  3. measurement of behavior - measurement of behavior (direct or basic causes)

For audits see "safety audit system examples".

Concerning condition measurement see PDF document "Condition Measurement".

In relation to behavior measurement see PDF document "Measurement of Behavior".

The above articles are from the book "Safety Performance Measurement" published by the European Process Safety Centre in 1996.

THE principle of RESISTANCE TO CHANGE

"The greater the departure of any planned change from the accepted ways of the past, the greater the potential resistance by the people involved.
