4.1.1.07. Process - Base-line assessment

No improvement process can really start before an organization determines where it is. This means an evaluation of the present level of management activity; an "audit", assessment or evaluation of what is presently being done. Such an evaluation can be directed at all activities or at a limited selection and will provide a picture of what and how things are being done. Such an evaluation can very well be combined with the opinion survey of step 6 and will provide the management team with a clear view of strengths and development needs. It is also a valuable tool to select specific activities for the first action plan (step 8).

Purpose of this step is to obtain a good picture of the present situation as related to the Management system(s) involved.

THE principle of RESISTANCE TO CHANGE

 "The greater the departure of any planned change from the accepted ways of the past, the greater the potential resistance by the people involved.
