3.1.2. Platform Model - Plan

When we are looking at “plan”, we have to realize that there are basically two different kind of plans: 

bulletSingle use plans. These are directed at coping with a specific issue, solving a particular problem or reaching a clearly identified objective. These plans, which I labeled “projects” have a start date and an end date and normally well-defined objectives and a similar budget.

While these projects address a particular issue, their “solution” often contains elements that need to be addressed on an on-going basis to make sure that similar problems will not occur in time. Or to assure that the performance (if that was the project subject) will stay at the desired level. Thus, projects feed the management system.

bulletStanding plans. These are the plans that will be there for a long time, if not “for ever”. They have a start date but no end. And most likely, budget and objectives are not so well defined. Targets (more specific goals than objectives) and budget may be adjusted from year to year or just become part of "the way we do things around here”. The standing plan is labeled “management system”. The management system will generate projects. And so, the circle is closed.
